One of the biggest issues with neoliberalism is its simultaneous erosion of public works and extraction of public wealth in service of privatization or, in Canada, "mixed" economics that value business-brained short-term decision making as a form of efficiency. The state recognizes Canada Post as a public service that is organized like a private corporation for efficiency and sustainability, it was reorganized in the 1980s (when neoliberalism emerged) in direct response to the power of labour unions and increasing expense of the public service.
The reason why they call this state-owned is to alter the meaning of "public." This is what you're gonna get as a public solution in Canada so long as we let capitalist imperatives dictate our decision-making.
