    There is a difference between fighting back and attacking civilians. At this point ukrayne is not fighting back

    No fighting back can be perfect, we will have to wait to find out if that is a deliberate strategy like Russia does it, or an actual mistake.

    Of course is deliberate. Zelensky called the attacks justifiable. In fact in the past few months all UA done was to attack infrastructure because they can't push Russia back on the Frontline and while these attacks do nothing for the war effort they feed the propaganda machine and don't lose popular support.

    Also Russia is trying to overload air defences capabilities and some UAVs are downed over civilians area and end up hurting people
