Fox News when a foreigner commits a minor non-violent crime in America: this is a country of law and order, lock them up in a concentration camp then deport them. They should have memorized the laws of the country they're arriving in.
Fox News when they are the foreigners committing a minor non-violent crime: fined for what? Breaking a law? There's no law that says we can't break laws. If there is I couldn't read it, it's in Chinese!
The only way this could be dumber is if they said something like "I thought this was America!" while standing in the middle of Beijing
