'Lawmakers oppose legislation and try to attend meeting' doesn't normally imply 'actively disrupting the legislature in protest'. It's lying by omission. Yeah technically they were 'opposing the legislation' but that's not why they were arrested.
Turns out they do actually arrest you when you try to get arrested to bring attention to something.

I don't think you can separate the cause and the action is this case. And yes, protest is disruptive. Holding a sign in a free speech zone doesn't do anything.
