I haven't watched the video yet, but I'm a cyberpunk DM and have been for a couple years now for 2020 and RED. From what the lore says, the USSR still has a bit of control over SovOil despite the claims of independence. A lot of that is a front, from what I understand as all the financial constraints are applied internally by a group of soviet loyalists and most of the upper echelon is loyal in the modern era after the civil strife.

USSR are one of the only suppliers of original gasoline as well. In the old catalogues for gasoline it's from a soviet seller i believe.
