Peace talks definitely didn't, but if "that ^" had been enough, there wouldn't've been proud "ex-nazis" 30 years later, or any modern neo-nazis. And It wasn't the World War II that broke the cycle of wars in the heart of Europe (WWI was consequence of the war in 1870).
