Iran's mosaic defense system was built since the 2000s specifically to fight the United States on Iranian soil.
After watching the US invade Afghanistan and Iraq, Iran decentralized its entire defense structure. Each province has its own IRGC corps with independent orders. If communications are cut, the defense doesn't collapse because every unit already knows what to do.
The Persian Gulf islands are mined and fortified against amphibious and heliborne assault. The Hamza Garrison fighting Kurdish separatists in the northwest operates completely independently of forces defending Kharg Island or striking Israel. They don't even coordinate with each other.
