The FCC is a commission that decides things. It’s a ruling in every sense of the word. And they can be sued for really anything.     I mean, you can sue pretty much anyone for anything, but fair... It is technically a ruling

    It's still just a policy though, which means it's easy to change or to do unofficially if the courts reject it (which seems unlikely right now, but I'd love to see it happen)
