I've been applying to entry level jobs for months. I was a frontend developer and designer with ten years experience. I now have a PMP, PMI-ACP, and PSM I certifications. I have a resume with a high ATS score. I've only been met with silence from jobs. The only work I've found is working for a grocery store part time. It's not covering my bills.

States are partnering with schools to offer free welding, truck driving, health education. Maybe yours is one. Apply for emergency public benefits. Catholic charities often will give a grocery gift card. Salvation Army for clothing, possible rent assistance. LHEAP for energy assistance. It's long, grueling, humiliating process but getting education helps qualify you for public benefits.

Edit: volunteering can help qualify for public assistance and offer training in other skills, but make sure it's DSS approved.
