It's not that devs lack the experience using the engine - even Epic can't use it properly - and we're well past the point we're you can just write it off as growing pains. It is in fact down to developers. Now, you could make an argument that it’s difficult to use and has poor documentation, which I’ve seen developers say, but it is in fact possible to make performant games using it as the engine.
