ICE providing security for American politicians in another country? Don’t they have a dedicated security group called the Secret service or something like that?

Considering many of the issues would relate to customs or international travel, then yes there is often a customs/immigration element.

Why? You at in a different country. Why would you send YOUR immigration agents. That's like bringing your own chef to a restaurant you don't own.

Watch some recording of the Olympics when the Nazis were still around and your realize why ICE is there.

Why? Because there are people arriving from around the world, and this quickly overwhelms local policing.
