In theory, neither can islands with zero human population and zero trade, but that didn't stop him tariffing those penguins last time, did it?

    I'm pretty sure he also imposed a tariff on a small island off the coast of Australia, that in fact part of Australia. Which is rather like someone else imposing tariffs on the United States and also Manhattan.
