You have a mechanism for crushing opposition aglnd silencing the population that is not just built in but essential, even definitional, to the functioning of the thing. Even aside from all the absolute fucking pandoras box of moral hazards and perverse incentives this creates, just running it long enough will eventually cause this shit to accrue, like a windows install.
