They're partnering with a non-profit 501(c)(3) generic manufacturer that was set up by groups of hospitals.

That is my question. In any case, could someone setup a PO Box in California, tack a couple of dollars on and ship out of state? I really want to know how this works.

So they are just now launching the product it seems. Blue Cross Blue shield will carry it, and all pharmacies in California will have access.
