I mean those are definitely anti-fascist, but I don't see a damn thing that could be interpreted as transgender.
In the video the Utah Gov. also says "Spots bulge, OwO" or something like that, idk why they left it out in the text I copied.
But yeah still not technically transgender, just whatever "uwu shit" is called (back in my day we spoke 1337, idk the name of this new tongue.)
I think that'd probably be called weeb / weeaboo talk.
