Are you trolling?? The problem is obvious... you saw a child tied up and, instead of being mad about it, just scratched your chin and played devil's advocate claiming there must be a reasonable explanation.

There is no reasonable explanation for treating children this way. And if you think even for a second that there might be, you've fallen for their game.
