Why aren't all these roofs at the port of Barcelona covered in Solar panels? (lemmy.ml)

I just landed in Barcelona. I am sure there is a reason but they seem prime candidates for Solar

Similar in Stockholm the king got some solar panels to put on the castel roof as a birthday gift, but he wasn't allowed too do to cultural values.
