How many senators or house members do we need to lobby to stop this?

More importantly, how do I get into a position to even begin attempting to lobby them?

    Lobbying against the rich lobbying with more money to take down restrictions that will free up more money for them. Maybe I'm just a bit bleak about it all, but my pessimism can't see how it would work.

    None, because it's not a real department, and has as much legal meaning as any made up department you and me can think of. But if course if Trump acts as if it's real and listens to it's opinions (which have the same legal weight as any private person's opinions), then it doesn't matter it's not real.
