I think there's direct line of sight connections too. There's a lot of different ways. Some things are definitely not being blocked though or else all these other connections wouldn't be a thing. Like really seriously think about it in the sense that the cops aren't magical all seeing and all powerful. At the material level we can see for 100% certain that there are connections that aren't being blocked. We have this perception that they're doing a lot more than they actually are. And if the drone has a directional antenna (less likely the smaller the drone, but for a purpose built assassin drone, could be) it would be a lot less effective. But I'm still not sure if its a real thing.
