UTSUNOMIYA -- The Tochigi Labor Bureau announced on July 24 the work-related death of a man due to heatstroke, the first of its kind in the eastern Japan prefecture in eight years.

According to the labor bureau, the store had an air conditioning unit, but it was not running when the man was found.

So more likely the guy just didn't turn it on and thought he could do without, rather than anything malicious

    Electric rates have kept going up and up, so that could be a factor in not turning it on (or not being allowed to).

    The article also doesn't say that it was actually in working condition; it may have been broken.

    one evening last week i was at a restaurant i often go (west japan) and they didnt have their AC on. its cooler at night of course, but it was 36C that day, and was still hot and uncomfortable inside the restaurant. buddy and i sweated it out until happy hour ended, but were happy to get out of there.

    japanese culture has a fetish for suffering, but they dont usually inflict it on customers
