Since you brought up ship quarantine, I think we should start doing that with air travel. It's the number one long-range transmitter of pandemics. It's the enabler of global pandemics.

Quarantine-free air travel should perhaps be treated as a privilege of living in a civilization with advanced medicine and monitoring, a privilege that could be revoked mid-flight for all flights in any given region, like the entirety of Europe.
