I guess republicans controlled the purse and the executive branch could have refused to execute it. Is takes time to convince people something is wrong with Israel. Especially because of the Holocaust.

That only works if there is a social safety net, or every worker needs to have 6 months worth of savings. Otherwise it's accepting a low wage vs no food, no house making barely a living. Which would you choose?
