New Apple Watch owner here. I’ve had my new series 9 for two days, and have had to restart it four separate times due to the Notification Centre’s swipe down gesture suddenly not working. I’ve looked online and see this is an issue dating back nearly three years. Why hasn’t this been addressed by Apple? Is there a more permanent solution I’m not aware of?

Never ever had this problem on any of my many watches.

My new series 9 is the same. I pull down the red dot and then it's like the touch screen stops working. I can't swipe, long press or clear any notifications. A restart fixes it for like 5 minutes. It's super annoying.
