    It used to happen all the time, so in the 70s the Army built a shit ton of levies...

    And people built on land they never would have before, because now it didn't flood regularly.

    It's 50 years later tho, the levies weren't built to handle waters this high, and even if they don't overflow, they're failing due to age anyways.

    It's a giant problem, and it's not going to fix itself.

    The longer we take to address it, the more it'll cost.

    193 in Texas, but it was/is a national program, and I wouldn't be surprised to see drastically increased flooding around those areas soon.
