Be aware that Gen2 devices will have increasing limited app support. (I recently replaced my parent's Apple TV because the main app they use was updated and no longer supported it.)

Costco had 3rd gen 64GB for $100 before Thanksgiving

There have only been 3 generations of the Apple TV 4K. This is the 2nd.
I looked it up. There’s been 8 versions of Apple TVs released.
In my house i have a 3rd gen, an HD, and two 4ks no idea which release. So when I see someone say “2nd gen” I’m wondering why they would pay for such an old device.
So, yeah, it would be nice if they called the current ones Apple TV 2023 or Apple TV 8.

They did. Tvos 17 has VPN support.
It’s a crapshoot buying electronics from woot. They have a short warranty and you can have trouble returning defective gear.
Check Amazon for a similar price but for only a few dollars I’d suggest new.

Congrats. You just got an old model. The non 4K one is on the 4th generation. The 4K one is on 2nd generation. Apple has super confusing names for these.

I’m not quite understanding why most would want/need this. I used to look at these devices (Apple TV, Roku, fire stick) as ways to turn a non Smart TV into a smart tv. But it’s 2023, smart tvs are cheap and plentiful and seem to be the standard for a while now. So why buy one of these devices when someone already has a smart tv??
I’ve still got a Samsung dumb TV so I am a person that purchases these. TV works just great and I don’t need 4K. Bought by an integrated smart TV a few years ago and it’s slower than a dog now. Almost unusable. These devices can upgrade those types of scenarios as well. Just got the Apple 4K WiFi 64G 3rd Gen at Costco for $100.
They still suck in 2023 compared to boxes. Weaker CPU. , low amounts of ram, low storage + lack of updates after whatever tv model has been out longer than 1-2 years generally.
$100-$130 is cheap price to pay for half decade of support + top of the line specs so it will age a lot better.

Is an Apple TV device interchangeable with a fire stick or Roku essentially? In terms of function
It works about the same as a Roku Ultra, but more powerful, has a lot more built in storage, and is generally better for 4k TV. I currently use Roku for all my TVs but when I finally get a 4k Oled I plan on getting a Apple TV for it.
For this price though it is not worth it as you can get a Gen 3 for just $10 more as long as you don't care about ethernet or people can just wait for the 4th gen which is supposed to be coming out early 2024 and rumors are that they are hoping to get the price down to at least $100 for the base model.
