yeah we need domestic chip manufacturing finally, and also "domestic cloud computing" includes things such as running our own fediverse servers, if you consider "message processing / forwarding" a type of computing

Biggest down side will probably be users getting siloed within native countries. Making international services less useful, or altogether crippled.

Right now that's true. Regulations could change that as governments seek to wall off their economies.
