I get the idea. People don't often treat the communal toilet paper supply with due respect, but they could just put a cap of 10 sheets per 5 minutes.
This probably would have been a better solution.
Or bidets and you get some toilet paper to dry off.

I couldn't figure out how to get the free one because my son had to go and he couldn't wait. It seemed it wanted still 0.38 RMB and there was something else but I don't speak Chinese so we just bought it again.
Travelling to China without understanding at least some Chinese is playing on Hard Mode.
I speak, read and understand a little, it helped a great deal in navigating through the country.
What a victory of "socialism"!
It was a try to tackle the whitespread stealing of toilet paper. Many 阿姨 and 叔叔 stole toilet paper, because they saw it as free. The advertisement was there to limit it.
Those systems are not common in China, and I've did not encounter them in Shanghai, Beijing, Shenzhen nor Hongkong.
Even in Shanghai having TP at all is a pretty new thing. Even 5 or 6 years ago you'd find nothing at all in the stalls if you left some pretty specific tourist areas.
So what did people use, a stick? /gen
I know some places that do it that way, or maybe a squirt bottle with water or something? Benefit of the doubt, maybe this is just a cultural thing.

In the end it iy very much a cultural difference. Toilet paper wasn't a common thing. In contrast to Western countries, people in many different cultures (not limited to Asian countries) knew that washing your ass isn't a bad thing.
I mean, this is kind of faulty logic to begin with. Why do politicians steal anything if their needs are being met? Do all thieves steal only out of necessity?
