I think it's just that people got used to r/popular instead of r/all. I don't think you can even view r/all in their app. r/popular is similar to r/all, but SFW.

However as always, I may be wrong.

A few years ago they adjusted things so /r/all wouldn't show anything from NSFW subs. Some stuff still got though if it wasn't initially marked. It use to be mostly porn beforehand.
