Already signed. It doesn't have to be necessarily HSR and it doesn't necessarily have to go all the way to the capital, but we need better international rail infrastructure. While locally we have some of the best links in the world (at least in many EU countries, although far from all of them), having to cross the border is always an incredible pain. I believe the Commission is working on an EU wide ticket platform, that will hopefully make things slightly less painful, although what needs to change is the service, not (just) the software.
