It turns out he never actually said that. According to the article, one tiny piece of the $1.2 trillion dollar infrastructure bill he signed committed two federal agencies to be conduct a study on that as a potential solution. The Forbes article editorializes that significantly to say that beaconing has received the "federal stamp of approval".
