Do I need Data to use share my location indefinitely? If so, roughly how much per month? (alien.top)

My father has early dementia, still fairly independent but I want to keep track of him. He is aware I will be doing this.

I've given him my old iPhone on a simple talk and text plan with no data. If I want his iPhone to Share Location indefinitely with my iPhone, does he require data on his plan? If so roughly how much a month would be required? I'm in Canada if that matters.

I am not sure but I think that it needs data to work. Buy an airtag instead and put it in his wallet or on his keyring
