I could be wrong but I don't think any real dick lengthening surgeries or medicines exist yet, at least not any that outweigh the cons. You could start early by avoiding circumcision and maybe take some kind of growth hormones during Puberty, but there isn't any point TBH. It's a spongy mass of tubes and arteries that have to balance just right or it stops working forever.
