So is she asking that Konsi should be a junior priestess, or that Konsi should get a junior priestess to help her?

    The joke is that until then, Konsi was still considered a Junior priestess on a bureaucratic level, and the high priestess is just like "I can't believe we haven't changed her position, terrible thing to overlook in the paperwork"

    I might be misunderstanding your question, so apologies in advance if I have.

    Konsi's new girlfriend (who's name is currently escaping me), is asking for a suggestion for a present for Konsi, who is a junior priestess. Tyrande and Lady Addis are surprised that Konsi is still just a junior priestess, considering what she's accomplished.

    I understand, “suggestions for a junior priestess” could mean asking for advice on a gift, as you said, or it could mean “what junior priestess is best”.

    She's asking what kind of present would help "a junior priestess" with their work, because Konsi is a junior priestess.

    A better sentence would be "Do you have any suggestions for presents suitable for a junior priestess?" - but speech bubble real estate is expensive.
