For context, Rugal was the young Cardassian boy raised by Bajoran parents. Sisko is deliberating between sending Rugal back to Cardassia to live with his biological father when Rugal wishes to remain on Bajor with his adoptive parents. Sisko decides to send the boy to Cardassia to live with his biological father who he doesn't love or remember. What the fuck Sisko? It's a completely ass backward decision on his part, if you ask me which of course you don't. Poor Rugal.

Reminds me of an old story.

The King asks his grandson what a king's job is?

The lad says that a king's job is to make good decisions. The King says no, a king's job is to make terrible choices.

He goes on. Anyone can make a good decision, because those are usually pretty obvious. When the choice isn't obvious, it gets 'kicked upstairs.' The cop hands the choice to a judge, who kicks it to the appellate court, and so on. Eventually the King has to choose between two equally bad options.
