That's always the case with any policy enforcement. By raising the difficulty, the problem becomes smaller. You have to accept it'll never be eliminated.
Truly good scammers, even the victim won't know they've been scammed. I was once sold a counterfeit memory card for my digital camera. I only noticed because the data rate was half what it should've been. Lots of people might not ever notice.
