Just because they do the minimum mandatory doesn't mean they didn't do gleeful terrorism, it should be assumed of those that just did 32 months too.

Absolutely true, while I still believe there are exceptions, the vast majority will be part of it, actively or passively.

The ones doing more service voluntarily are even worse.
