Yup. I encountered one at a Boston Bruins game at TD Garden recently, after discovering I couldn't buy a beer with cash. Cash goes in, prepaid debit card comes out. Surprisingly, it didn't cost anything to load the cash - the same amount I put in ended up on the card. I did have to enter some PII to satisfy our bullshit KYC regs.
