There are "valet stands" which are like a floor-mounted coathanger on a pole, on some feet - and some designs look quite a lot like this upside down, but if there's no evidence of holes/bolts etc, I'm not sure how it was attached to feet or a stand - unless perhaps the other end was inserted into a tight hole to hold it in place?
