These usually only apply to new construction. Assuming it was built to code initially, you can replace parts to that same standard forever. You can't just connect a 15 amp wire (usually 14-gauge) to a 20a outlet/breaker - that would be a horrible violation of all codes. But you can replace that existing 15a outlet as needed.

You don't have to run a 20a circuit unless you're running a new line.
