I forgot to get blueberries last Sunday, and I ran out yesterday, so I went shopping early. Frozen berries with cream, cinnamon, and cashews is my nightly treat. I considered doing without till Sunday, but just went shopping early, instead.
The business decides its hours, as OP stated. People shop because it's open. The store isn't open because they shop. Many businesses are only open 9-5 as an example.
Some people prefer working weekends and take them specifically. Just like some people prefer nights, swing shift, or days. It takes all kinds.
Government banning business on a particular day is an overreach and is usually just religious people making demands that others live their religious laws instead of any good will intentions.
