Presumably, the distrubution would need to be managed by rules, and someone needs to make those. Congress is supposed to represent the working class as elected officials.

I view schools, the fire departments, and the idea of the public owning the government as a fundamental aspect of socialism.

Under capitalism, the rich stole the representation and the rich raped the education funding to pay for private schools for white kids. The fire departments are still good but only because we pay out of pocket with large personal donations.

The whole idea is that the population controls the gov, nit the other way around. The reality is much different.

    That's why we need to understand the concept of the base and superstructure. The base is the economic formation of society, which gives rise to and supports the superstructure, which is the laws and culture of a society, which in turn reinforce the base. Whoever controls the commanding heights of the economy controls the state. Even if it is nominally publicly owned, in capitalism it is de facto privately controlled.
