Plenty of European and Middle Eastern cities already have pedestrianised streets that still allow vehicles in for deliveries with a 10 - 20mph speed limit. They're often not "through roads" (e.g. bollards at one end) and can be cobbled to prevent people using them as normal roads.

It returns the streets to the people whilst still allowing deliveries in.
