Im assuming this is a joke, but just in case it isnt, those are actually downspout filters. So when leaves/etc get into the downspout, they dont clog the plumbing.
I never really saw them until i moved to portland. I think it has something tondo with downspouts going straight into drains, as opposed to just dumping onto the ground.
