I cannot believe this question is in good faith. Can you start with providing your own interpretation of what it might mean? This ensures you're not just a sea lion.
I'll try and help. Examples of historic fascist/totalitarian regimes are Nazi Germany, Mussolini's Italy, Soviet Russia. Contemporary examples are North Korea, China, Russia, et al.
In what way is the EU behaving in a way that is comparable to these without making the term completely meaningless?
