I don't know. I think there are chains that actually maintain a pretty good job. KFC is actually very well regarded in China. I think Chick-fil-A is well regarded in the US for food quality and a small chain just around 8 or 9 is actually completely handable by a regional manager type.

I would just say it sounds more like their particular execution of the model did not work out.
