If by only a fraction you mean over half then I suppose you're technically not incorrect...

    Hell, 3/2 is a fraction.

    I know the saying is implying it is a small fraction, but I really hate the saying because it is so vague. Like pennies on the dollar, it could mean 200 pennies and be technically correct!
