In the 90s I remember everyone just blamed gangs. Shoot out in a parking lot, "they were probably in a gang.". But soon as you list gun violence under gang related, it no longer falls under mass shooting according to the FBI and such. So even if 6 people get killed, that incident wouldn't show up.
