Well I believe in the Marxian idea that economic situation causes political action, so I think people turn to radical Islam when their lives aren't going well financially and they're frustrated about that. So if I were a member of some theoretical communist organisation controlling China's government, I'd apply a Marxian material analysis and find the economic drivers of radicalisation, and then institute public works projects to address them.
