Step 1: Create State Militas run by federal deputies

Step 2: revisit Heller, etc. and stress well run milita part.

Step 3: confiscate all non milita weapons.

Step 4: burn Constitution?

The US military is not supposed to EVER be deployed in police actions on domestic soil.
