The price rise hit prisoners seeking bottled water as temperatures eclipse the 100 degree mark in unairconditioned facilities. The state vendor asked to raise the price and two state agencies signed off.

Probably means the water shall not be ignitable?

    I wasn't defending the prison system I was trying to say it worse then just having them pay for water. They are make the "free" water they can have is so bad that the prisoners have to buy water. Which should be very illegal.
